Switzerland: Specialised information report for keeping cattle outdoors
In a specialized information report dated 6 February 2024, the Swiss Federal Food Safety and Veterinary Office (FSVO) highlighted the legal framework and required standards for the permanent keeping of cattle outdoors, which is becoming more popular again. The report specifically addresses concerns for animal welfare, particularly under extreme weather conditions such as rain, cold, and wind, where animals are left unprotected. The FSVO states that in conditions of cold and moisture, adequate shelter must be provided to allow every animal to lie down simultaneously, offering protection from the wind and maintaining dryness to prevent the animals from becoming wet and cold. Furthermore, on ground that is either too wet or excessively drains heat, animals are likely to not lie down at all, which can cause them to become overexerted. It is also crucial to ensure proper care for the animals to address any issues, accidents, or injuries promptly. According to the FSVO, this entails conducting daily checks on the animals' health and welfare.
