EU: Legislation on the new Common Agricultural Policy (CAP)

As part of the new Common Agricultural Policy (CAP) of the European Union (EU), three regulations came into effect on 1st January 2023: the Horizontal Regulation, the Regulation on CAP Strategic Plans, and the Regulation on Common Market Organization. The CAP represents the largest funding area of the EU, accounting for just over one-third of the EU budget. Its mission is to strengthen food security, animal welfare, and environmental protection in the EU while promoting rural development. The new CAP aims to be a key instrument in achieving the goals of the "Farm to Fork" strategy and the EU Biodiversity Strategy. However, the effectiveness of the new CAP will largely depend on member states committing to prioritise animal welfare in their national strategic plans for implementing the reform.
