Uzbekistan: Draft Law on the Reform of Animal Protection Legislation
Uzbek lawmakers are currently developing a draft law aimed at strengthening animal protection and addressing cruelty more systematically. The initiative, led by the Ecological Party, reflects growing recognition that existing legal measures remain insufficient despite recent reforms. The proposed legislation introduces a more comprehensive framework that combines stricter enforcement with preventive measures. Key provisions include clearer legal definitions of animal cruelty, substantially increased penalties, such as increased fines and prison sentences of up to one year and an obligation for offenders to cover full veterinary treatment costs, even if they surpass the animals’ market value. Importantly, the draft also seeks to expand responsibilities for animal guardians, including proper care requirements and a prohibition on abandonment. Beyond enforcement, the law emphasizes education and public awareness, as well as the development of pet-friendly public spaces and recognition of assistance animals in public transport.
