Switzerland: National Council seeks to ban import and trade of fur produced through animal cruelty
Yesterday, the National Council approved by a large majority an amendment to the Animal Welfare Act that would prohibit both the import and trade of fur produced through animal cruelty. The decision was prompted by the popular initiative ‘Yes to a ban on the import of fur products produced in a manner that causes cruelty to animals (Fur Initiative)’, which calls for a ban on the import of fur products whose production violates Swiss law. An indirect counter-proposal now aims to introduce new legal provisions.
In future, Swiss shops and online retailers will be required to provide proof that their fur products have not been produced under cruel conditions. Fur products illegally placed on the market will be subject to seizure and confiscation. The counter-proposal goes beyond the initiative in some respects, as it not only bans imports but also domestic trade in fur produced under cruel conditions. This would allow for enforcement not only at the border but also in stores and online retail. Furthermore, the National Council rejected a majority motion by the preparatory committee, which would have permitted exceptions to the import ban for fur products recognized by international certification systems. Instead, the National Council believes that the Federal Food Safety and Veterinary Office should be responsible for certification, ensuring compliance with Swiss animal welfare standards.
The initiative and counter-proposal will now be submitted to the Council of States.
